Urgent Request to Support Paraphernalia Decriminalization

The only piece of legislation that the General Assembly passed in 2021 to help curb the growing numbers of people dying from overdoses was vetoed by Governor Hogan. Senate Bill 420 was a significant public health measure that would have decriminalized paraphernalia used to administer drugs. Removing criminal penalties for paraphernalia for personal use increases legal access to sterile equipment which reduces the transmission of diseases and overdose risk. This in turn saves lives and money.


Please take action TODAY by reaching out to your Senator and urge them to vote to override the Governor’s veto when the General Assembly next convenes. The message is simple: “I urge you to vote to override the Governor’s veto of SB 420 to reduce overdose deaths and transmission of infectious diseases.”
